Chester A. Arthur became 21st President of the United States upon the assassination of President James Garfield, just 7 months into his term.

While practicing law in New York City in the mid-1850s, Arthur quickly rose in the city’s Republican political machine. After holding the powerful post of New York Customhouse Collector from 1871 to 1878, he was nominated Vice President in 1880. After Garfield’s assassination in 1881, he found himself in the Executive Mansion. As President, he signed the Pendleton Act into law, worked for tariff revision and oversaw the creation of the Civil Service Commission. He presided over the rebirth of the United States Navy but was criticized for failing to alleviate the federal budget surplus that had been accumulating since the end of the American Civil War.

Suffering from poor health, Arthur retired at the close of his term. He earned praise among contemporaries for his solid performance in office. As journalist Alexander McClure later wrote, “No man ever entered the Presidency so profoundly and widely distrusted as Chester Alan Arthur, and no one ever retired ... more generally respected, alike by political friend and foe.”
